Grant Consulting launched in October 2020 to assist agencies with the changing landscape due to COVID and the increased need for safety for individuals and families experiencing homelessness. We are positioned to help social service organizations develop, implement, and evaluate programming to meet the needs of their community and target population. We specialize in programming that supports the needs of individuals and families experiencing homelessness and housing instability as well as mental health clinical consulting services. Our consultants have a vast amount of experience and success in the development, management, and evaluation of housing and mental health programs.
We provide consulting services that are rooted in social justice, equity, industry best practices, and participatory based feedback that are tailored to meet the needs of your organization. These include mental health clinical services, program development, program support, interim program management, trainings, and program evaluation. We aim to empower organizations by developing the infrastructure and support necessary to advance equity, develop knowledgeable staff, meet organization, and program goals, while including the voice and choice of program participants throughout the process.

Clinical Services
Smaller and developing organizations may find it difficult to meet the mental health clinical requirements of funders and needs of program participants. Contracted mental health clinical supervision and consultation helps bridge this gap.
Grant Consulting helps organizations by meeting an array of mental health clinical needs. This may include assisting with the development and implementation of clinical services within the organization. Also, our consultants can support mental health clinical programming by providing mental health clinical supervision, developing clinical knowledge and skills within staff, providing clinical consultation, as well as reviewing and signing off on clinical paperwork.
Program Development
Developing programs to meet the needs of the communities that organizations serve can be complex and time consuming.
Grant Consulting helps organizations with program development from the beginning to the end. This can include the development of a community needs assessment, program concepts, research on industry best practices, and education on program proposal options. Once the organization has decided on what type of program would best meet the need, Grant Consulting can aid with operationalizing the program. This can include securing funding, setting up internal systems, development of program policies, procedures and documents, and completion of enrollment paperwork.
Program Support and Interim Management
Program support and management is an integral component to the functions of social service organizations. A lapse in program management can negatively impact the quality of services, development and retention of frontline staff, resulting in billing errors and missing out on opportunities for funding.
Grant Consulting is experienced in providing program management support to housing, mental health, and social service organizations and can help guide the program through a period of transition. Whether the organization is launching a new program, is rapidly growing, or has had turnover in management, Grant Consulting can provide interim support. This support may include assisting with processing billing for provided services, completing grant reports, applying for funding, supervision of staff, problem solving day to day issues, or other needs identified by organizations.
Trainings
Training plays a vital role in the delivery of services and care of participants served by social service organizations. When employees have the resources and tools to support their caseload, not only can it increase positive participant outcomes and quality of services but will also promote employee retention.
Grant Consulting helps organizations meet training goals and needs of staff through several different strategies. This includes individual and group training that are tailored to increase the quality of services and support the needs of the organization. Topics may focus on the education on industry best practices, the policy and technical assistance with implementing the service, specific program components, and assistance with onboarding of staff.
Program Evaluation and Feedback
Program evaluation helps ensure that programs are meeting needs of the people served, goals of the organization, and outcomes expected by funders. Regularly evaluating programs helps ensure that the program is effective, equitable, financially viable, and following industry best practices.
Organizations can receive support with designing and implementing program evaluations to ensure quality programming. This may include soliciting feedback from stakeholders, the community, program participants, employees, and referral sources. Data will be collected, analyzed, and presented to the organization. Program evaluations are designed alongside the organization and will provide an overview of what is going well, what may be improved and include suggestions for program modifications.
OUR STAFF
Carrie Johnson

Carrie Johnson is the founder and president of Grant Consulting LLC, a consulting agency that partners with non-profits and tribes to improve operations and program outcomes.
Before devoting her full-time work to Grant Consulting, Carrie served as the Service Area Director of Housing at Avivo for 10 years. Over the course of her 10 years at Avivo, Carrie was instrumental in starting the very first indoor tiny home community in MN, launched several Hotel to Home Program to decrease the spread of COVID in encampments, and increased program standards and outcomes with a record of having audits with zero findings. In addition to her experience in housing, Carrie has over 15 years of providing and supporting clinical services in community settings.
Carrie earned her Bachelor of Psychology from Grand View University in Des Moines, IA and her Master of Social Work from University of St. Thomas/St. Catherine’s University in St. Paul, MN. Carrie currently holds her LICSW in the state of MN and provides clinical supervision to individuals working towards their LICSW.
